Context: telecommunications. An underlying carrier is a telecom company (often a large, established one such as, e.g., AT&T or Sprint) that leases transmission line capacity (copper or fiber) to other carriers who then, in turn, make this leased capacity available to their own customers.

What I’m looking for is the German terminus technicus for “underlying carrier” - if there is one.

The specific context is as follows: “[The company] will obtain dark-fiber capacity from an underlying carrier so that the transmission line itself does not fall into the area of responsibility of [the company]. [The company] will cooperate with underlying carrier to ensure that the transmission lines and the termination points at the end users are sufficiently protected by this carrier.”

wahrscheinleich einer durch Kontrakt gebundenen, untergeordneten Vertragsgesellschaft aufgrund von "outsourcing".
Man muesste aus dem uebrigen Text auf die allfaellige Bedeutung schliessen koennen."
Es kann sich auch auf den Strukturramen eines Firmenprofils beziehen in dem der Name der Vertragsfirma praktisch unter dem Namen der Hauptfirma liegt. Daher eine unter der Aufsicht der Gesellschaft liegende (underlying) Firma.

aus dem Zusammenhang kann man entnehmen, dass 'underlying' hier nicht mit 'untergeordnet' übersetzt werden kann...

Netzbetreiber

underlying carrier need not be explained further. The carrier of the telecommunications signals can either be the signal itself (baseband or broadband) or the technical infrastructure. In the USA carrier ha become sysnonymous with the company offering the network services required.
Within your context "Netzbetreiber" makes the responsibilities amply clear.
