As in, the contract that a tenant and a landlord would enter into when the tenant desires to rent an apartment from the landlord.

The only thing I can think of is "Kasunduan ng pangungupahan". Any other suggestions?

Explanation:
tenancy, as a relationship between the landlord/landlady (kasera) and occupant (namamalagi/umuokupa/tumitira), takes on various forms--e.g. by rent/lease, by endowment, by mortgage, etc.

though the preceding terms do have direct Tagalog translation, the word "tenant" itself does not, for this reason.

if the arrangement is one about rent/lease, I would agree with your approach (kasunduan ng pangungupahan). that's how I would do it too, translating the essence of the text.

if otherwise, then may I propose the following translations for tenancy:

by mortgage: pag-okupa

by endowment (as a gift in kind, with no payment whatsoever): paninirahan

etc.
