In a presentation on a capital management company:
"Presentation des centres de gestion: 1. actifs sous gestion des centres 2. effectifs 3.specialisation des centres de gestion (classes d'actifs, gestion par proches, centres de competence...) 4.liens fonctionnels"
Here, I'm not sure if "fonctionnel" is being used in the sense of "operational" or more "relating to staff/employees." Any insight would be greatly appreciated. Thanks!

Am I right off track in this series?! Help!!! Given the way "actifs" are referred to, I am beginning to wonder.
