|In a presentation on a capital management company:|
"Presentation des centres de gestion: 1. actifs sous gestion des centres 2. effectifs 3.specialisation des centres de gestion (classes d'actifs, gestion par proches, centres de competence...) 4.liens fonctionnels"
Here, I'm not sure if "fonctionnel" is being used in the sense of "operational" or more "relating to staff/employees." Any insight would be greatly appreciated. Thanks!
As a French native,in that context I would go for the operational option.

Am I right off track in this series?! Help!!! Given the way "actifs" are referred to, I am beginning to wonder.
As to this term, "practical links" as an alternative to "operational links".
