Auf dem Gipfel von Lissabon im März 2000 hat sich die EU ein ehrgeizige Ziel für das nächste Jahrzehnt gesetzt: nämlich jenes, die wettbewerbsfähigste und dynamischsten wissensbasierte Wirtschaft der Welt zu werden. Die Vollbeschäftigung ist dabei ein grundlegender Faktor, um dieses angestrebte Ziel zu erreichen. Die Erwerbstätigenquote in der EU-15 (64%) ist im Vergleich zu den Vereinigten Staaten (74%) und Japan (69%) sehr niedrig (Eurostat, Jahrbuch 2002,2003), das soll sich aber bald ändern: Bis 2010 soll die allgemeine Erwerbstätigenquote auf 70% ansteigen und jene der Frauen auf 60%. Gleichzeitig sollen die Arbeitslosenquoten drastisch verringert und die Vereinbarkeit von Familie und Beruf erleichtert werden. Aber nicht nur bei den jüngeren Arbeitnehmer will die EU ansetzen, sondern auch bei den älteren (+64 Jahre): ihre Arbeitsleistung ist genauso wichtig für die wirtschaftliche Entwicklung und soll deshalb bis 2010 auf 50% angehoben werden
