UTENZA AMPLIATA: quello di utenza ampliata è un concetto, uno strumento atto a concepire e gestire la complessità del reale. Non è circoscrivibile ad un numero prefissato di persone o ad un insieme di persone con determinate caratteristiche ma è un “insieme aperto”, una dimensione in continua evoluzione che considera situazioni contingenti all’interno di un processo di confronto dialettico con l’utenza, assumendo un atteggiamento di continua ricerca.

Lots of refs in Italian, and the meaning is clear, but I would like to know if there is an accepted way of translating it before I set out to invent my own. THanks!

Also wider target seems to have some ghits.

the term that seems to be used most often is "wider user base" with "expanded user base" coming second.

I couldn't find a specific reference to the concept itself, but I always found references to "XXX for all (users)" (ex. parchi/turismo/educazione per un'utenza ampliata = parks/tuorism/education for all (users)".
