In this context, that would be saying '...the actual prescription', as in the actual piece of paper. I doubt whether this is what's intended.

prescription

"Prescription" is not only the piece of paper - it is the content of what is prescribed. One would seek reimbursement for a prescription rather than a "prescribing."
