"Underflood" is a Russian translation of the word and its various forms. It means or implies waterlogging of land due to a rise of the water table. I've used it for years this way "...'underflooding' [due to a rise of the water table] of ....", explaining what is meant when first using the word.
The following

My rendition would be: Based on a qualitative forecast of potential underfloodability [due to a rise of the water table], the territory of construction is characterized as not underfloodable.

That's why I define it, so engineers don't looked stoned when they see it. That's why when I used "sputnik" I put "satellite" in parentheses so NASA folk knew what I was talking about.

: Even deserts have a water table. It's hard to imagine it skips the construction site or that it can't rise if it exists. In agriculture the term subirrigation is used, ie., irrigation by raising the water table

Thank you. If one has to use the correct term, water table in an explanation, might as well just build the sentence around that. As soon as I posted my answer I realized probably I should have said "...will never reach..."
