Hi everyone,
I am having a bit of trouble figuring out the meaning of "cabeza de rotación" in the following paragraph describing traditional cultivating methods in South America (Bolivia).
Son tradicionales el arado de madera, el pico, el azadón y la hoz, así como el empleo de la fuerza de tracción animal para el laboreo de la tierra y la fertilización orgánica en la ***cabeza de rotación*** con papa.
Does anybody know what this could mean? This is from a formal document (for a government agency) and it is in Bolivian Spanish.

Normally, I would agree this term means "rotating head" or "rotary head", but it doesn't make sense to me in this paragraph. I think it is discussing traditional methods of cultivation along with crop rotation of the potato. However, I'm not too sure about this particular term since I am having trouble finding it in documents that I am sure were written by native speakers of English. See below:
