These suggestions should work well enough.
This is an Argentinian Commission to Promote / Advocate Mercosur's regional integration. I like "advocacy" instead of "promotion", because it retains the legal connotations, and the commission is apparently made up of legal professionals.

agree Bubo Coroman (X) : As you say, the reference shows "abogacía" refers to the composition of the commission (legal professionals), so I think "Advocacy" is the most appropriate translation

Mercosur Export Promotion Council

"export promotion council" is a commonly-used expression in this kind of organization and, considering the main objectives of Mercosur, it might match their concept of 'comisión de abogacía'. But without knowing what this particular 'Comisión' actually does, we can but guess...
