Dicho contrato tendría un papel modélico para estimular la consistencia en la actuación de las distintas instancias de la administración y debería *allanar* el acceso a las distintas fuentes de financiación, una vez obtenida la acreditación correspondiente.

My effort so far:

This agreement would play an exemplary role in encouraging consistency throughout the performance of the various administrative authorities and would ???? access to the different sources of funding once the relevant accreditation had been obtained.

Reduce? Stabilise? Or is it more figurative in the sense of 'allow/permit'?
