PLANTEAMIENTO DEL FORO
La migración internacional es uno de los fenómenos sociales que definen el inicio de este siglo XXI. Esta situación inmersa en el proceso de globalización es prácticamente un denominador común en las distintas sociedades en cualquier parte del planeta. Sin embargo, sus resultados han sido diversos. Por ello, es importante observar y estudiar la transformación de las comunidades en tanto sus identidades y los efectos de las interacciones culturales que rebasan el ámbito estricto de las fronteras nacionales.
Ante esta situación es imperativo revisar los componentes de la dimensión cultural en las comunidades de carácter trasnacional, emergentes y consolidadas. Este esfuerzo por reconocer los actores y las dinámicas culturales presentes en la migración México-estados Unidos rindieron frutos en el I Foro sobre la Dimensión Cultural de las Comunidades Transnacionales desarrollado en Los Ángeles, California en agosto de 2003 y que posibilita la continuación del debate y la reflexión sobre asuntos más concretos de estas interrelaciones en este II encuentro de dos días en la Ciudad de Oaxaca.

FORUM STATEMENT
International migration is one of the social phenomena that define the beginning of the 21st Century. Immerse in the process of globalization, this situation is practically a common denominator among distinct societies in every part of the planet. Nevertheless, its results have been diverse. As such, it is important to observe and study the transformation of communities with respect to their identities and the effects of cultural interactions that surpass the strict scope of national boundaries.
In light of this situation, it is imperative that the components of cultural dimension in communities of transnational character, emerging and consolidated, be reviewed. This effort to recognize the players and cultural dynamics present in the Mexico-United States migration yielded results in the 1st Forum on the Cultural Dimension of Transnational Communities, which took place in Los Angeles, California in August 2003. Furthermore, the 1st Forum allows the continuation of the debate and reflection on more concrete matters about these interrelations during the two-day, second encounter in Oaxaca City.

THE SPECIAL CHALLENGE OF MEETING THE SANITATION TARGET
Sanitation and hygiene receive substantially less attention, funding, and priority than water supply in virtually every country the world over. It should thus not be surprising that the WHO/UNICEF Joint Monitoring Program has recently warned that, “[w]ithout a sharp acceleration in the rate of progress, the world will miss the sanitation target by half a billion people.” The international community is dangerously off track from its goal of halving the proportion of people lacking even basic sanitation services by the year 2015.
Perhaps the most daunting aspect of the sanitation target is simply the scale of the problem. Today more than twice as many people lack access to basic sanitation services as lack access to improved water supply. Meeting the Millennium Development Target for sanitation requires bringing improved sanitation to 1.4 billion people over the next ten years, or more than 383,000 people every day. The cost of meeting this challenge is much higher than the cost of meeting the challenge for water supply not only because so many more people must be served, but also because of the higher unit cost of sanitation infrastructure, especially for urban areas. Moreover, the socioeconomic and public health costs of failure to meet the target are much higher and much widespread for sanitation.
Recognizing the magnitude of the sanitation crisis in turn raises questions about how the global community allowed the problem to grow to such immense proportions. That at least 2.6 billion people around the world are forced to defecate in plastic bags, buckets, open pits, agricultural fields, and public areas in their communities should generate a collective outcry for immediate, concerted efforts to expand access to improved sanitation facilities. Yet coverage rates in the developing world are barely keeping pace with population growth; indeed, in some parts of Africa the percentage of households with access to sanitation is actually declining. Why does sanitation command so little attention from local and national governments, and from the international community?

Asimismo, si se falla en el cumplimiento del objetivo, los costos socioeconómicos y de salud pública son mucho mayores y mucho más extensos para el saneamiento.
Reconocer la magnitud de la crisis de saneamiento, a su vez, crea preguntas sobre cómo la comunidad global pudo permitir que el problema creciera hasta proporciones tan inmensas. El que, cuando menos, 2,600 millones de personas alrededor del mundo se vean hoy forzadas a defecar en bolsas de plástico, cubetas, pozos abiertos, campos para la agricultura y áreas públicas en sus comunidades, debería generar una protesta colectiva en favor de los esfuerzos inmediatos e intensivos para expandir el acceso a mejores servicios de saneamiento. Sin embargo, las tasas de cobertura en el mundo en desarrollo, a penas pueden mantener el paso en relación al crecimiento de la población; de hecho, en algunas partes de África el porcentaje de hogares con acceso al saneamiento está declinando. ¿Por qué el saneamiento merece tan poca atención de los gobiernos locales y nacionales, así como de la comunidad internacional?
