Howard, regarding your comment to Tony, it is possible to talk about installation or construction of underground power distribution systems or networks, and in a way it is tempting to make the distinction between transmission and distribution since the Quebec government has gone to such lengths to divide Hydro-Québec’s operations between Hydro-Québec Distribution (“the Distributor” in the English version of the Act and the Regulations) and Hydro-Québec TransÉnergie (“the Carrier”), but I don’t think the distinction is relevant to your context, since the transmission lines are always overhead as far as I know. So in an urban planning context, where they’re talking about underground power lines, I think it’s understood that they mean the distribution system and it doesn’t have to be stated. |
