A call for tender is a procedure in which a purchaser (adjudicator) makes potential suppliers (submitters) compete for a large-scale contract. At the end of the procedure - the adjudication - a single company takes the market. Normally, it is the one which offers the lowest price, and the firmest guarantees, based on the customer specification.
