This is part of the name of an agreement that I need to interpret in a meeting between an attorney and his client. The document title reads:

"Pre-Trial Diversion Agreement, Waivers, and Stipulated Order of Continuance".

A stipulated order of continuance (SOC) allows a defendant to postpone sentencing and perform certain agreed-upon actions. At the end of the "continuance" the charges can be dismissed if the defendant has complied with all of the requirements. Here is one online explanation:

"A somewhat common outcome in a domestic violence assault case is for the defendant to enter into what is known as a Stipulated Order of Continuance (SOC). In an SOC, the defendant enters into a contractual agreement with the state or city government that is prosecuting the case. If the defendant follows his end of the bargain, the state or city will move to dismiss the case at the end of the period of the agreement."

Another definition: "A Stipulated Order of Continuance (SOC) is a specialized form of a continuance. In an SOC, the defendant agrees to complete a structured treatment program and other conditions in return for eventual dismissal of the charge. The defendant is required to waive his right to a speedy trial and to agree to submit the case on the basis of the police reports if the conditions are not satisfied."

A stipulated order of continuance is an order of the court continuing a case (delaying the day when it will be heard) to which both the parties have agreed. Typically one party wants to drag it out as long as possible, because "justice delayed is justice denied". So that party wants it continued as many times as the judge will let them get away with, and the other is screaming to have it heard.
