Humorous phrase saying "Joggingbuks med hængerøv. Nej tak!" I understand hængerøv is "wet rag", but why would it say "jogging trousers with wet rags?" Or can it mean "jogging trousers like wet rags?"

The word "hængerøv" can sometimes be used as a noun meaning, as you suggest, a wet rag or a droopy- drawers, but this is not the case here. The phrase refers to the actual trousers which, after you have worn them for a while, become baggy around the seat. The implication is that it is not very sexy.
