this could either be the change in procedure or course of procedure - any more context?

Yes I think it is course of procedure the beginning part of the reply thanked me for my interest in the position and said that they had recieved my e mail in good order. At least I think that's what it says. "Hartelijk dank voor je reactie op een van onze vacatures. Wij hebben je e-mail in goede orde ontvangegen." If I'm not close on my translation please let me know."

You will be informed of any developments as soon as possible.

If the letter is a reply to your CV, I would suggest that procedure is not required. This is a word that would not normally be used in a letter of this kind, even though very common in Holland.
