I believe these are two common types of electrical services. Permanent power is installed to provide power supply in or on a building, houses and premises; whereas, temporary power means an electrical service that is installed to provide power supply in the periods of building construction or remodeling, and will be removed from service after permanent power is installed.

May be you’re confused, Tommy! "Permanent power" & "temporary power" exactly refer to two types of service as Bryan Le explained not the power quality. They indicate how the power supply systems are installed, permanently or temporarily.
Additionally, if the power supply system is for buildings, “permanent – cố định” is the best choice, but if it is just for small or/ and portable devices/ group of devices, “permanent – thường trực” should be your choice.
