agree French Foodie : yes, you see this in examples of trade capacity-building efforts. Sometimes they're simply referred to as trade hubs.

disagree Glen McCulley : but in france the 'pole de competitivité' is designated by the government, since there's public (not 'trade hub' = private) funding involved

I think both previous answers could be right (competitive cluster & competitiveness centre) but this is what I found.

As in:

French competitiveness clusters unveiled
