Source text - Russian Многие положения международных договоров и руководящих принципов режимов нераспространения на национальном уровне реализируоются методами экспортного контроля. Для российских зкспортеров особенно важно помнить, что документы, регламентирующие ядерный зкспорт, относятся именно к зкспорту продукции, предназначенной для использования в мирной атомной знергетике, поскольку Россия, как ядерная держава, в соответствии со статьей 1 ДНЯО, не должна допускать передачу любого товара или технологии, которые могут непосредственно использоваться при создании ядерного оружия.
Экспорт и импорт ядерных товаров и технологий регулируется "Положением об зкспорте и импорте ядерных материалиов, оборудования, специальных неядерных материалов и соответствующих технологий", утвержденным Постановлением Правительства Российской Федерации от 15.12.2000 Но. 973.
Требования зтого Положения обязательны для исполнения всеми российскими участниками внешнезкономической деятельности (ВЗД) и не должны быть обойдены российскими участниками ВЗД путем передачи ядерных товаров и технологий в виде отдельных компонентов.
В Положении даны определения зкспорта и импорта ядерных товаров и критичной ядерной пройукции. Сформулированы также условия осуществления ядерного зкспорта в неядерные страны, основанные на положениях Руководящих принципов Группы ядерных поставщиков и гласящие, что зкспорт ядерных товаров и технологий в страны, не обладающие ядерным оружием, может осуществляться только при условии, что:
- страна-получатель имеет действующее соглашение с МАГАТЗ о гарантиях, охватвающее всю ее мирную ядерную деятельность, если договор был заключен после 4 апреля 1992 года
- предмет зкспорта поставлен под гарантии МАГАТЗ, если договор был зключен до 4 апреля 1992 года ("дедовские контракты")
- страна-импортер предоставила государственные заверения о надлежащем использовании полученных предметов зкспорта, а также произведенных на их основе или в репультате их использования ядерных и специальных неядерных материалов, остановок и оборудования.
Translation - English Regulation of Nuclear Export and Import
At the national level, many provisions of international treaties and guidelines on non-proliferation regimes are implemented through export controls. It is particularly important for Russian exporters to remember that documents regulating nuclear exports are related specifically to the export of items intended for peaceful nuclear purposes. Since Russia is a nuclear power, it must not allow, in accordance with Article I of the Treaty on the Non-Proliferation of Nuclear Weapons, the transfer of any items or technologies that can be used directly to create nuclear weapons.
The export and import of nuclear items and technologies is regulated by Resolution of the Government of the Russian Federation No. 973 of December 15, 2000, on the Export and Import of Nuclear Materials, Equipment, Special Non-Nuclear Materials and Related Technology.
The requirements of this Resolution are binding on all Russian participants in the foreign economic activity (FEA) and should not be evaded by the Russian participants of the FEA through a piecemeal transfer of components as nuclear items and technologies .
The Resolution provides for definitions of the export and import of nuclear items and critical nuclear equipment. Conditions for nuclear exports to non-nuclear nations are also formulated and are based on the Guidelines of the Nuclear Suppliers Group, which stipulate that the export of nuclear items and technologies to non-nuclear-weapon states can only be performed on the conditions that :
- The recipient country has an IAEA safeguards agreement in force, covering all its peaceful nuclear activities, if the treaty was entered into after April 4, 1992
- The item of export is placed under IAEA safeguards, if the treaty was entered into before April 4, 1992 (“Grandfather contracts”)
- The importing country has provided state assurances concerning the proper use of export items received, as well as of materials, facilities and equipment - nuclear or special non-nuclear - manufactured from them or produced as a result of their use.

Source text - Russian EARTH is starting to crumble under the strain of climate change.
Over the last decade, rock avalanches and landslides have become more common in high mountain ranges, apparently coinciding with the increase in exceptionally warm periods (see "Early signs"). The collapses are triggered by melting glaciers and permafrost, which remove the glue that holds steep mountain slopes together. Worse may be to come. Thinning glaciers on volcanoes could destabilise vast chunks of their summit cones, triggering mega-landslides capable of flattening cities such as Seattle and devastating local infrastructure.
For Earth this phenomenon is nothing new, but the last time it happened, few humans were around to witness it. Several studies have shown that around 10,000 years ago, as the planet came out of the last ice age, vast portions of volcanic summit cones collapsed, leading to enormous landslides.
To assess the risk of this happening again, Daniel Tormey of ENTRIX, an environmental consultancy based in Los Angeles, studied a huge landslide that occurred 11,000 years ago on Planchón-Peteroa. He focused on this glaciated volcano in Chile because its altitude and latitude make it likely to feel the effects of climate change before others.
"Around one-third of the volcanic cone collapsed," Tormey says. Ten billion cubic metres of rock crashed down the mountain and smothered 370 square kilometres of land, travelling 95 kilometres in total. He thinks that many volcanoes in temperate zones could be at risk, including in the Ring of Fire - the horseshoe of volcanoes that surrounds the Pacific Ocean. "There are far more human settlements and activities near the slopes of glaciated active volcanoes today than there were 10,000 years ago, so the effects could be catastrophic," he says.
The first volcanoes to go will most likely be in the Andes, where temperatures are rising fastest as a result of global warming. Any movement here could be an early sign of trouble to come elsewhere. Meanwhile, ongoing studies, are showing that non-glaciated volcanoes could also be at greater risk of catastrophic collapse if climate change increases rainfall. Researchers have found that 39 cities with populations greater than 100,000 are situated within 100 kilometres of a volcano that has collapsed in the past and which may, therefore, be capable of collapsing in the future.
More than 100 people were killed on 20 September 2002 when their villages were swept away after part of the peak, in the north Caucasus mountains, collapsed. Over 100 million cubic metres of debris travelled 20 kilometres. Warming permafrost is thought to have been partly to blame.

Более 100 человек погибли 20 сентября 2002 года в результате обрушения горной вершины на Северном Кавказе, стершей с лица земли целые деревни.
