1.1 Background

Despite the success of the 2006 presidential and parliamentary elections and the broader trend towards peace, epitomized by the demobilization of key militia leaders, needs in Eastern DRC remain significant. In recent years, humanitarian access has been possible in areas relatively close to major population centers, but assessments suggest that in the most remote areas of territories, conditions of acute poverty persist. With the commencement of organized repatriation by UNHCR last year, the numbers of returning refugees and IDPs, which have so far been a steady stream, will increase significantly, putting pressure on local structures and resource bases which only begin to recover from the effects of war. Food for the Hungry/DRC (FH/DRC) proposes to implement an integrated program in order to meet the urgent needs of those in 8 provinces of Eastern DRC.

En dépit de la réussite des élections présidentielles et parlementaires de 2006 et d’une tendance plus importante à la paix, caractérisée par la démobilisation de principaux chefs des milices, les besoins à l'Est de la RDC restent importants. Au cours des dernières années, l'accès humanitaire a été possible dans des zones relativement proches de grandes agglomérations, mais les évaluations indiquent que dans les zones les plus éloignées des territoires, des conditions de pauvreté extrême persistent. Avec le début de rapatriement organisé par le HCR l'année dernière, les effectifs des réfugiés rapatriés et des personnes déplacées, qui n’ont pas beaucoup varié jusqu’à présent, augmenteront considérablement, en faisant pression sur les structures locales et les bases de ressources qui commencent juste de se remettre des effets de la guerre. Food for the Hungry/ RDC (FH/RDC) envisage de mettre en en œuvre un programme intégré afin de répondre aux besoins urgents de ceux qui se trouvent dans les 8 provinces de l’Est de la RDC.

FORWARD

In accordance with Article 180 of the Constitution of the Republic of Rwanda of 4 June 2003, the National Electoral Commission is responsible for the preparation and organization of local, legislative, referendum and presidential elections or any other election whose organization may be vested in the Commission by law. Article 5 of Law N° 31/2005 of 24 December 2005 as amended to date also entrusts the National Electoral Commission with a mandate to ensure civic education on elections.

To carry out these duties, it is needed to develop a Plan of Action as a tool that can enable the partners involved in the activities of the National Electoral Commission to know planned activities and their implementation timeframe, needed budget and performance indicators.

Conformément à l’article 180 de la Constitution de la République du Rwanda du 4 juin 2003, la Commission nationale électorale est investie du pouvoir de préparer et organiser des élections locales, législatives, référendaires, présidentielles et d'autres élections que la loi peut lui réserver. L’article 5 de la Loi n° 31/2005 du 24 décembre 2005 tel que modifiée jusqu’à ce jour assigne également à la Commission nationale électorale les attributions d’assurer l’éducation civique relative aux élections.

Pour remplir ces attributions, il faut élaborer un plan d’action en tant qu’outil permettant aux partenaires impliqués dans les activités de la Commission nationale électorale de connaître les activités planifiées et leur calendrier d’exécution, le budget nécessaire et des indicateurs de performance.

Le Rwanda a adhéré à la Convention relative aux droits de l’enfant en septembre 1990. En juin 2002, le Gouvernement du Rwanda a présenté au Comité des droits de l’enfant son deuxième rapport périodique (CRC/C/70/Add.22) conformément aux dispositions de la Convention. Après avoir examiné ce rapport en mai 2004 (voir les documents CRC/C/SR.953 et 954), le Comité a adopté ses observations finales (CRC/C/15/Add.234).

Conformément à l’article 44 de la Convention, les pays signataires doivent soumettre au Comité des Nations Unies sur les Droits de l’Enfant des rapports relatifs aux mesures prises pour le respect des droits contenus dans la Convention ainsi qu’aux réalisations enregistrées dans ce domaine.

Les pays donnent leurs rapports deux ans après l’entrée en vigueur de la Convention et pour le reste tous les cinq ans. Dans ce cadre, le Rwanda a présenté son rapport initial le 30 septembre 1992. Ce rapport a été examiné par le Comité des Nations Unies sur les Droits de l’Enfant le 5 octobre 1993 à ses 97ième et 98ième séances, mais il n’a pas été approuvé car il comportait des lacunes qui ont fait que le Comité a recommandé de soumettre un nouveau rapport dans un délai d’un an. Le Rwanda n’a pas pu respecter ce délai en raison de la situation de trouble qui prévalait dans le pays, culminée par le Génocide de 1994.

Rwanda adhered to the Convention on the Rights of the Child in September 1990. In June 2002, the Government of Rwanda submitted to the Committee on the Rights of the Child its Second Periodic Report (CRC/C/70/Add.22) in accordance with the provisions of the Convention. Upon considering the report in May 2004 (see documents CRC/C/SR.953 and 954), the Committee adopted its concluding observations (CRC/C/15/Add.234).

According to Article 44 of the Convention, States Parties shall submit to the Committee reports on the measures adopted to give effect to the rights recognized in the Convention and on the progress made in this regard.

The States Parties submit their reports within two years of the entry into force of the Convention and thereafter every five years. In this regard, Rwanda presented its Initial Report on 30 September 1992. The report was considered by the UN Committee on the Rights of the Child on 5 October 1993 at its 97th and 98th meetings, but it was not approved because it contained gaps that made the Committee recommend that a new report be submitted within one year. Rwanda was unable to meet that deadline because of the troubles prevailing in the country at the time, which culminated in the 1994 Genocide.
