Чем занимательна жизнь в России, так это своей непредсказуемостью. Изменчивое прошлое, сумбурное настоящее, туманное будущее. Предвидеть ничего невозможно, можно только угадать. Пасмурная погода в стране. Разглядывая в тумане ближайшего будущего новую конфигурацию российской власти, каждый вперед смотрящий видит его по-своему. Лучше всего видно, наверное, просто «смотрящему», но он своими знаниями с нами не делится. Не для того на галерах горбился.
Мне в тумане будущего рисуется такая картина. Представьте мчащийся на хорошей скорости трамвай. Вагоновожатого по неясным причинам выпихнули из водительской кабинки. И завис он, родимый, на подножке — прыгать на такой скорости боязно, а водительское место уже занято его собственным помощником. Тут два пути: либо мягко соскочить на тихом повороте, либо выкинуть помощника и вернуться на место. Что именно предпочтет Владимир Владимирович, сказать трудно — туман.
Место премьера — это, конечно, трамвайная подножка, неудобная и недолговечная. Но выхода нет. Просто все бросить и прыгнуть с трамвая на полном ходу рискованно — попадешь под колеса. Уж сколько всего за 8 лет сделано, собрано, нажито и совершено — не на один срок хватит. И счета предъявить всегда найдется кому. Сойти надо мягко, постепенно, с надежными гарантиями пожизненной неприкосновенности. Конечно, уж кому-кому, а вагоновожатому понятно, что настоящей неприкосновенности нет и быть не может. Но хоть сколько-нибудь гарантий, хоть минимум уверенности для спокойной жизни!
Прыжок на землю, понятное дело, поступок решительный. Обратно не впрыгнешь. Станешь, как все. Даже хуже — поверженных властителей в России ненавидят больше, чем простых смертных. Тяжелый выбор у пассажира на подножке.
Другой вариант — вернуться к рулю управления. Но затягивать нельзя. До ближайшей пересменки 4 года, а за это время помощник войдет во вкус, обзаведется собственными помощниками и плевать ему будет на тех, кто на подножке. Легкий толчок — и подножка чистая. Возвращаться нужно не позже, чем через несколько месяцев, пока не иссякли силы, связи, рейтинги и деньги.
И тут помощнику следует крепко задуматься о превратностях судьбы и традициях того славного дома, из которого пришел к рулю его бывший шеф. Статья 92 пункт 2 Конституции России предусматривает, что «президент Российской Федерации прекращает исполнение полномочий досрочно в случае его отставки, стойкой неспособности по состоянию здоровья осуществлять принадлежащие ему полномочия или отрешения от должности». Об отставке и отрешении от должности говорить не будем как о событиях маловероятных и для суверенной российской демократии немыслимых. А вот подумать о состоянии здоровья всегда полезно. Нет, не обязательно чай с полонием, но чего только ни бывало с царями и вождями в непредсказуемой российской истории.
И ведь в случае «стойкой неспособности по состоянию здоровья осуществлять принадлежащие ему полномочия», место президента автоматически занимает премьер-министр. Это логично — к водительской кабинке ближе всего прыгнуть с подножки. Более того, пункт 3 статьи 81 все той же Конституции устанавливает, что «одно и то же лицо не может занимать должность президента Российской Федерации более двух сроков подряд». И вот, пожалуйста, нет двух сроков подряд — достаточно сменщику попрезидентствовать хотя бы один день, чтобы возвращение с подножки стало вполне законным. А пассажиры еще и в ладоши хлопать будут. Тем более что дорожка от и.о. президента к президенту уже однажды успешно пройдена. Чего ж не повторить? Есть о чем призадуматься.
Один едет и думает: потерпеть или столкнуть? Другой висит на подножке: спрыгнуть или вернуться? Тяжелый выбор у этих ребят, не позавидуешь. Ясно одно — двух вагоновожатых в одном трамвае быть не может. Даже если у одного из них только заслуги и амбиции, а у другого — закон и власть. В цивилизованном трамвае и проблем бы не было, но в нашем, суверенном, им непременно станет тесно. Поэтому новому вагоновожатому надо тщательно следить за своим здоровьем и заваривать чай самостоятельно.

What is entertaining about life in Russia is its unpredictability. An erratic past, muddled present and hazy future. It is impossible to predict anything; it is only possible to guess. Dreary weather hangs over the country. Examining the new configuration of Russia power in the fog of the immediate future, everyone sees things in his own way. Things are probably clearest to the “overseer” who, facing forward, is just watching, but he is not sharing what he knows with us. He did not bust his hump in the galleys for that.
In my mind, the following picture takes shape in the fog of the future. Imagine a streetcar hurtling along at a good clip. The streetcar driver has been shoved out of the driver’s cab for reasons that are unclear. And he is stuck on the side step—to jump off at such a speed is scary, but the driver’s seat is already occupied by his own assistant. There are two options: either meekly jump down when the streetcar slows for a turn, or toss out the assistant and return to his seat. Just what Vladimir Vladimirovich will prefer is hard to say -- it is foggy.
The streetcar side step is of course the Prime Minister’s post—uncomfortable and ephemeral. But there is no way out. To simply throw it all in and jump from the speeding streetcar is fraught with risk-- you could end up under the wheels. Indeed, one jail term would not be sufficient for everything done, gathered, acquired and committed in the course of 8 years. And they will always be find someone to hold accountable. One needs to step down quietly, gradually, with reliable guarantees of lifelong immunity. Of course, of all people, the streetcar driver understands that real immunity does not and cannot exist. But at least some sort of guarantees, at least some minimal confidence of a quiet life!
A leap to the ground is, of course, a decisive step. You will not leap back up. You will be the same as everyone else. Even worse, rulers who have been cast out are hated in Russia more than those who have simply died. The guy riding on the side step faces a difficult choice.
The other option is to return to the driver’s seat. But he must not delay. The next turnover is four years away, and in that time the assistant will begin to enjoy things, settle in with his own supporters, and not give a damn about those on the sidestep. A little bump and the side step will be empty. He needs to return in no more than a few months, before his strength, connections, ratings and money run out.
And at this point the assistant should think hard about the vicissitudes of life and about the traditions of that renowned order from which his former boss emerged to take the wheel. Article 92, paragraph 2 of the Russian Constitution stipulates that “the President of the Russian Federation shall cease to exercise his powers short of the term in case of his resignation, persistent inability for health reasons to exercise the powers vested in him or in case of impeachment." We will not speak about resignation or impeachment, as these are unlikely eventualities and unthinkable in the context of Russian sovereign democracy. However, it is always worthwhile to wonder about health. No, we are not necessarily talking about tea with Polonium, but just look at what has befallen tsars and rulers throughout Russia's unpredictable history.
And of course, in the event of the president’s “persistent inability for health reasons to exercise the powers vested in him”, his position is automatically filled by the prime minister. This is logical; the closest place from which to jump into the driver’s cabin is the side step. Moreover, article 81, paragraph 3 of that very same Constitution establishes, that “one and the same person may not be elected President of the Russian Federation for more than two terms running". And there will probably not be two consecutive terms—it will be enough for the successor to play at president for just a day, in order for a return from the side step to be completely legal. And moreover, the passengers will applaud. Especially as the path from the post of acting President to President has already been successfully traveled once. Why not do it again? It is something to think about.
One guy is riding along and thinking: go along or give a bump? The other is hanging on the side step thinking: jump off or go back? These lads face a difficult choice; I don't envy them. One thing is clear—there cannot be two drivers in the same streetcar. Even if one of them only has achievements and ambitions, while the other has the law and authority. In a civilized streetcar, there would not even be a problem; but in our sovereign streetcar they will inevitably crowd each other. Therefore, the new driver should take care of his health and brew his own tea.
