Source text - English In 2009, biofuels accounted for just 4% of European transport fuel. That
year, two European laws came into force that will stimulate and consolidate
the European biofuel industry throuhout this decade.
The Renewable Energy Directive (2009/28/EC) requires that by the year
2020 at least 10% of transport fuel in all countries of the European Union
(EU) be made from renewable energy. To encourage the growth of
lignocellulosic ethanol, consumption of it will be allowed to count double
towards the requirement.
This year and last year, all 27 Member States of the EU published detailed
action plans showing how incrementally, year by year, they intend to
achieve the 10% binding objective. These plans foresee that bioethanol
consumption in Europe will almost double from around 7,500 million litres
this year to 14,400 million litres in 2020.
The other framework Directive, on fuel quality (2009/30/EC), requires that
as from this year, Europe’s fuel blenders must cut the greenhouse gas
emissions from gasoline and diesel by at least 6% by the year 2020.
Potentially this offers an even greater incentive to consume biofuels, since
the oil industry has few options available to comply with this obligation
and few, if any, are costless.
To enable this massive expansion, the fuel quality Directive has doubled
the maximum amount of bioethanol permitted in each litre of petrol from
5% to 10% throughout the Union. Sales of this so called E10 petrol,
(already the standard form of petrol in the Unites States), is now advancing
in European forecourts.
Translation - Spanish En 2009, los biocombustibles representaban únicamente el 4 % del combustible utilizado para el transporte en Europa. Ese año, dos leyes europeas que entraron en vigor estimularán y consolidarán la industria del biocombustible europeo durante toda esta década.
Para el año 2020 la Directiva sobre Energías Renovables (2009/28/CE) exige que, al menos, el 10 % del combustible para el transporte en todos los países de la Unión Europea (UE) se fabrique con energía renovable. Para fomentar el crecimiento del etanol lignocelulósico, se permitirá que el consumo del mismo cuente doblemente a efectos del cumplimiento de los requisitos.
Este año y el año pasado, los 27 Estados miembros de la UE publicaron planes de acción detallados en los que muestran cómo se proponen lograr año tras año de forma gradual el objetivo vinculante es una reducción del 10 %. Estos planes prevén que el consumo del bioetanol en Europa será casi el doble, de haber unos 7 500 millones de litros este año a haber 14 4000 millones de litros en 2020.
La otra Directiva marco sobre la calidad del combustible (2009/30/CE) exige que a partir de este año, los mezcladores de combustible de Europa reduzcan, al menos, un 6 % las emisiones de gases de efecto invernadero de gasolina y diésel para el año 2020. Potencialmente esto ofrece un incentivo aún mayor para consumir biocombustibles, ya que la industria petrolera tiene pocas alternativas posibles para cumplir con esta obligación y pocas, si las hay, son gratuitas.
Para que esta expansión masiva sea posible, la Directiva relativa a la calidad de los combustibles ha duplicado la cantidad máxima de bioetanol que se permite en cada litro de gasolina, de 5 % a 10 % en toda la Unión. La venta de este tipo de productos que se denomina gasolina E10 (la forma ya estándar de gasolina en los Estados Unidos) ahora está progresando en estaciones de servicio europeas.
