Source text - Mandarin Chinese 其实,组织近200个国家进行全球治理是十分困难的,因为这个集体成员太多。马里兰大学的奥尔森教授(Mancur Olson)在《集体行动的逻辑》一书中指出,特权集体(privileged group)的集体行动比较容易实现,因为这种集体中个别“大成员”从集体行动中得到的利益比其他成员大得多,愿意为集体行动承担大部分甚至全部成本,也出现小成员搭便车的以小欺大现象。如果存在激励机制,惩罚破坏合作的搭便车者,奖励为集体行动做贡献的行为,集体行动也比较容易实现。这说明全球治理必须要有大国来领导,其领导力具体表现在为多国集体行动承担成本的意愿和推动实行奖惩措施的能力。
Translation - English The reality is coordinating over 200 countries for global governance is an extremely arduous task, simply because there are just too many members involved. In his book The Logic of Collective Action: Public Goods and the Theory of Groups, Professor Mancur Olson from University of Maryland wrote, collective action is relatively easier to achieve when there are privileged groups. This is because the “large members” will likely obtain more benefits from the collective action than the other members, and thus be more willing to bear most, if not all, of the burden for the collective good. But there is also a “tendency of ‘exploitation’ of the great by the small” where the small members become free riders of the collective action. Hence, to better implement such collective action, there must be an incentive and disincentive system, that incentivises those who contribute to the collective action and punishes free riders for undermining cooperation efforts. This explains why global governance can only be led by large nations, whose leadership must demonstrate a willingness to bear the costs of collective action and also the ability to carry out the incentives and disincentives.
