there is not enough space, so please read my explanation

Something like this:
The project is aimed to introduce a human resource technological succession based upon a principle \"From Motivated Student to Qualified Professional\" and includes a targeted support for future specialists at every level of their education and training.

or at the end:... at every level of their vocational training.

vocational chain

The Toronto School of Business prides itself on being a student-focused educational institution, and one that employs an active Student Job Placement Committee to ensure students’ success in entering the workplace. With 49 campuses across Canada, TSB is the largest private vocational chain in Canada, graduating 20,000 students per year.

Peer comment(s):

disagree Vladimir Dubisskiy : TSB is the chain (of campuses) ie smth physical. here it's more in terms of succession, professional upbringing

Ok, let's have a try...
"It [the project] is based on the establishment of a line of control ranging from the interested student to the professional experts. It includes valuable support from the future experts at all educational levels".
I have no references, it's just for fun :-)
Hope it helps.

[whole abstract]

The Project seeks to establish a vocational chain involving anyone from prospective student to qualified professional, aimed at enhancing career opportunities at all stages.
Peer comment(s):

neutral Nicola (Mr.) Nobili : It sounds very nice, it's even better than mine, but not very literal. Without a context I would stick to the text more.

please look on the following version of your Russian text:

The project provides formation of a technological peopleware chain, which is built following the principle "From a pupil with interest in the field to a professionally trained specialist" and includes the targeted supprt of future (eventual) specialists on all stages of their formation or/and education.

As far I can see, you are engaged into translation of an application for a grant. Note that a couple years ago I dealt with same problem (>80 pages of a very detailed application for gant supprt for a scientific-educational center "Materials and Technologies of New Century"). I am very proud since my translation brought to my university $1,050,000.00 :-)

1. Note that not all words beautiful in Russian will sound adequately in English:-)

2. If you will need more help, please feel free to send both Russian and (yor) English versions of the application to me. I will edit and polish it so that your judges would be satisfied:-)

3. Instead of a formal translation of the phrase "кадровая технологическая цепочка" which is purely an invention of the authors of your application (you know there exist a manner to pump more air and science-like terms into such texts in order to win), you might use rather stable words:
Arlington Career Center Auto Technology:
..."I is the beginning course in the vocational sequence and is a prerequisite to the Advanced Automotive Technology "... ->;www.careercenter.arlington.k12.va.us/programs/vocation/auto...

..."of the students completed a vocational sequence (patterns 6 - 9). Of the non-sequence completers, 26"..->scholar.lib.vt.edu/ejournals/JITE/v32n3/old/Roegge.html -
..."and a technical vocational
sequence of courses in one of four career clusters"... www.cgcs.org/promise/whatworks/schooltowork/part06.html

I gave namely these references, since (were I the translator), I would write
..."The project provides a kind of a "technological staff cluster", which"...
Note that instead of "technological staff cluster" you may also use "staff (personnel) vocational line". Indeed, I do not like too much the word "chain" here...

Peer comment(s):

disagree Vladimir Dubisskiy : it looks you makes it double, Tagir. Anyway it's too wordy and, pardon me, doubtful in terms of translation.

It's double due to their MySQL errors and fragile system. As for wordy, I simply tried to show samples of the use...

continuity ....

The project envisages development of a vocational training system based on providing technological continuity of educational stages "from an interested schoolchild to a professional". The system would include targeted support of future specialists all along that sequence of stages.

I would deem it a good idea to split the Russian sentence into two.
Good luck!
Peer comment(s):

neutral Vladimir Dubisskiy : disagree with 'interested schoolchild' - my 'motivated student' is better
