From searching around on the internet, I think this refers to some kind of panel-type insulation, but as the context is a decree on fire resistance certification, I need to be sure of the correct term.
"materiale isolante non in vista: il materiale isolante inserito in una intercapedine integralmente delimitata da strutture di adeguata resistenza al fuoco.... anche il cosidetto "isolamento a cappotto" e' considerato materiale isolante non in vista".

Re. Costanza's point, the way "external insulation" is normally constructed is to fix sheets of insulating material to the substrate, cover this with a lightweight reinforcement mesh and than render on top, so that the actual insulation is hidden (although the render also adds to the insulating properties).
