what it means


Explanation:
You have the terminology, but may be puzzling over how to fit it into your translation!

What it means, I think (more context might confirm) is that the/one contractor had an assignment to build the building (walls, floors, roof, possibly install windows and external doors). Not fit it out, i.e. install heating, plumbing, lifts, air conditioning, computer prewiring etc. Another firm or firms was/were in charge of the building fitout (aménagement).

Then again, the same company might have done both things, but since the French are used to the "gros oeuvre/aménagement" division, they have to introduce it. If the same company did both, you can undoubtedly gloss over it, more or less.
