Hi. I live in British Columbia. I have my Vehicle Registration Certificate here in front of me. I really don't know what the VIC is. Here is the context;

Vehice Identification Code

Found in British Columbia documents, as in the example below. Unlikely to be a certificate in this setting, but rather a code.
Example sentence:

"(2) An applicant who applies for own damage coverage for a vehicle identified by a vehicle identification code set out in Appendix 1 as a custom vehicle shall, for the purpose of determining the premium payable for the custom vehicle,....

declare the value of the custom vehicle and of its equipment."
