That's the more litteral translation.
I think that in the US, it corresponds more or less to a write-in vote:

These are specific votes in favour of candidates
on a voter's list other than the candidates who would automatically be allocated a seat in parliament on the basis of the total votes cast in favour of the party concerned. I suspect that in a first-past-the-post system such as in the UK, where candidates stand for a particular constituency, this type of vote is not known. I think that priority or preferential vote is an appropriate translation if the target audience is familiar with the Belgian system.
