Seems to be a kind of fastener on a sanding belt. I found something about a "self-start lock" on Google but I don't know if that is near or not.

agree  Ken Cox: yep -- the Verschluss here is the belt joint. A couple of sites use the term 'serpentine butt joint'. See "Die schwächste Stelle des Schleifbandes ist der Verschluss, denn ...'' in www.buettig.de/r_parkett/katalog_2006.pdf
