However, here, I wouldn't use it. I'd say "pre-evaluation/assessment."

Explanation:
Everything to do with property involves diagnostiques, "surveys", not "assessments" or "statements". E.g. Diagnostic de performance énergétique, "Energy efficiency survey".

In the UK as in France they are characterised by the fact that they always come with preposterous caveats. A "preliminary survey" no doubt involves even less liability, if that's possible, for the "surveyor" (with her/his certificat de compétences in his sweaty palm).
