I would look for an alternative to 'ignorance' in English simply because the connotations are different from the French. For example, Il ignore les causes de l'accident is not that he ignores the causes, rather that he does not know them. Clearly this is a case where government publicity aims to eliminate the possibility of the public not knowing about its actions; I simply think that 'ignorance' in English does not express this intention.
