Explanation:
Creio que estes termos possam ser entendidos em terras lusitanas, ainda que na terra de Camões há o termo "rés-do-chão" que no Brasil é usado apenas no Shopping Light, em São Paulo.
Creio que aluguel/aluguer esteja mais correto do que arrendamento.

câmara municipal:
1) conjunto dos vereadores de um município
2)edifício onde os vereadores se reúnem e onde estão instaladas as várias repartições dos serviços administrativos de um concelho

concelho: subdivisão do território sob administração de um presidente da câmara e das restantes entidades autárquicas

so câmara municipal means mostly the building and concelho means the administrative area.

as for the other terms:

I'd pick "rés-do-chão" for a residence building and "piso térreo" or "piso 0" for a business one.

the noun homeless in pt-pt is definitely "sem-abrigo"

"arrendar" and "alugar" both mean to rent or let. The difference is that the former refers to land or real estate whereas the latter refers to "mobile" goods such as cars and the like.
