From minutes of a board meeting. The organisation is a joint marketing operation used by a number of companies who are also the shareholders in the organisation. It says that the budget for 2009 was agreed. then:
"Da sich durch die systemkonforme Anwendung des bisher gültigen ***Anwendungsschlüssels*** extreme Benachteiligungen, oder Bevorzugungen verschiedener Aktionäre ergeben haben wird beschlossen, einen neuen Aufteilungsschlüssel bzgl. des Budgets 2009 und der weiteren Jahre auszuarbeiten"

I would hazard a guess (and this would require verification with the author) that this is a typo. The word 'Anwendung' was used earlier in the sentenced so whoever was typing this may have accidentally used it in place of "Aufteilung-".

I just noticed that these are meeting minutes, which makes me even more convinced that this a mis-transcription - having taken meeting minutes more than once myself (and having made similar errors!)
