This is a title for some points the offender must confirm they understand. I cannot really grasp the meaning for one to one manual. Any suggestions?

I think "one to one" is not a modifier for "manual" here. Because if this is the case, then it would mean "one manual for one person", and the translation would be دليل شخصي. So, it could be referring to another "one to one" matter within the text, for example, one to one training.
And in any case, the UN uses the following formula
one to one training
