This is a headline of a newspaper article. The ?bundle of change? in question will help make a specific telephone exchange suitable for Local Lop Unbundling. Do you think it?s possible to preserve the pun?

True to its word RemReg is starting to flex its muscle to encourage RemCom to convert local exchanges to make them DSL compatible when there is sufficient demand from local residents. In France, for a number of years, it has taken only 150 signatures from local householders to force France Telecom to make broadband available at their exchange. Rembitan has been slow to catch-on, but now 300 signatures will be enough to activate compulsory Local Loop Unbundling in an exchange. RemCom has complained that many exchanges will be uneconomic for ADSL because residents live so far from the exchange that they will not get a reasonable service, even if one is offered.

Доступ к широкополосному Интернету надо просить сообща

В заголовке обыгрывается BUNDle и broadBAND. В переводе лучшим решением было бы, на мой взгляд, просто дать свой вариант заголовка.
