If the working pressure in the bypass line is higher than that in the regulated line then there would be a tendency for the flow to increase through the regulated line, increasing the flow would increase the pressure difference across the needle valve and cause the compensating spool to metre the regulated line.
During the normal operation of any system utilising this type of valve both the regulated and the bypass pressures will be constantly altering causing the compensating spool to metre.

Io vedo solo una vasta gamma di termini che potrebbero rendere il senso: equilibrare, proporzionare, stabilizzare, pareggiare...il problema è solo la resa della frase.

Per la seconda frase potresti mettere "entrare in funzione"...il senso è questo, se non vuoi aggiungere un complemento oggetto (la pressione) che non c'è...
