Process changes would require various approvals, and the "submission" is referring to a submission for approval. This can be a third party approval, like Quality System or Management, but because the expression is listed under customer requirements, it is more than likely that it is a "supplier approval request"; the cusomer's approval is required for the transfer of manufacture, which would result in various changes, for example the product/process, so the document describing these should be included in the application.
