Siamo in ambito di federalismo fiscale in Spagna, vi riporto uno stralcio in cui viene utilizzata l'espressione:

: Concordo sul significato anche se non riesco a inquadrare bene la costruzione della frase che mi sembra non tanto chiara... // OK, in tal caso direi "le misure fiscali sono in via di progressiva revoca"

l'ho capita come "the fiscal measures are being gradually reversed" e presumo indichi un venir meno, progressivo, di interventi statali // agree!
