Public policy wird meist mit "öffentliche Ordnung" oder "Gemeinwohl" übersetzt.
Ich denke, dass es hier (frei übersetzt) um Folgendes geht:
Berücksichtigung der Herausforderungen des sozialen und demografischen Wandels in der Ordnungspolitik im Interesse des Gemeinwohls.

Kann man sicher kürzer und eleganter ausdrücken.

das scheint mir sehr allgemein gefasst zu sein - die Politik ist aufgefordert, bestimmte Sektoren zu regulieren. Das könnte der Energiesektor, Rundfunkwesen, sogar die hier erwähnten Sportwetten oder sonst irgend etwas sein. Ich habe z.B. schon ganze Bücher zum Thema Rundfunkregulierung übersetzt. Man könnte auch sagen "Herausforderungen an die Politik in Sachen Regulierung", "Politische Regulierungsaufgaben" etc. - ich habe schon alles mögliche gehört und gelesen. Der Fantasie sind keine Grenzen gesetzt.

Vielleicht könnte es auch nur "Herausforderungen öffentlicher Ordnungspolitik" heißen
