Впрочем, чем выше цены на нефть и чем быстрее запасы «черного золота» истощаются во многих традиционных регионах нефтедобычи (Северном море, например), тем интерес западных инвесторов к добыче нашего сырья будет только повышаться. Правительству, правда, хотелось бы, чтобы интерес этот расширился и на другие отрасли. Но стимулы для такого расширения должен дать в том числе и сам кабинет министров. Пока же, увы, иностранцев интересуют в России почти исключительно нефть и газ.

I don't think "however" is needed if you put "in addition" at the beginning: In addition, the Cabinet of Ministers itself has to provide incentives for such expansion.

agree Rachel Douglas : But instead of "in addition", I would suggest: "But the cabinet itself should be one of the ones providing...", or "among those", or "one of those providing". Actually, as the asker noted in another comment, probably "such extension" would be better.

Here's the whole sentence and the one before:
"The government, however, would like to see this interest going beyond the oil and gas sector [alone]. For this to happen, though, incentives have to be provided by the government itself, among other stakeholders/actors/players."
Pretty much rhymes with the options suggested by everybody else, the only “novelty” being that thus (a) we can get around the words “expansion/extension” and (b) convey the “в том числе и” bit.

"Extend interest" doesn't seem to be the right phrase. I would rule it out. "Expand" or "broaden" is a better choice.

Да, responder, со словом "interest" в значении "расширять" следует употреблять глагол "expand". "Broaden" тоже возможный вариант, на мой взгляд.

Елена, в предыдущем предложении говорится: ..."чтобы интерес этот расширился и на другие отрасли" (т.е., распространялся и на другие отрасли) - ...wants to extend such interest to other industries. Или Вы думаете, что и здесь надо употребить "expand" [towards/to...?]
