If the taxpayer fails to pay the tax on the due time he is fined 1% of the estimated tax for every month of delay (Article 63).

For any additional delay he will be subject to distraint (Article 69) or be used and face legal actions against him (Article 68).

The following types of pay are NOT SUBJECT TO GARNISHMENT: amounts received under any Federal program for compensating work injuries, awards for making suggestions, or reimbursement for expenses incurred by an individual in connection with employment.

In determining the amount of PAY SUBJECT TO GARNISHMENT, the following amounts are excluded:

Amounts owed by the employee-obligor to the United States;
Amounts required by law to be deducted from the employee-obligor’s pay (including FICA, Medicare, and disability insurance);
Amounts withheld for Federal, state, or local income tax purposes;
Amounts deducted as health insurance premiums;
Amounts deducted as normal retirement contributions (including Thrift Savings Fund amounts deducted under 5 U.S.C. §§ 8351, 8432(a)); and
Amounts deducted as normal life insurance premiums (FEGLI premiums for \"Basic Life\" coverage are considered to be normal).
