Mandatory reporting obligation
The expression itself does not appear as such in art. 5 of the Organic Law 15/1999, thus a rephrasing is needed. Something like “mandatory/compulsory reporting obligation” (to users) is an option.

: As a native English speaker, I can verify that "mandatory reporter" is a common phrase for those who are required to report certain information, such as teachers who must report suspected child abuse, etc.
