is the cliché of some useless rich kid (or even grown-up) whose family has set up a "trust fund" so that that the "pauvre chouchou" can have enough to live on. It doesn't imply that this money is particularly wisely managed as it's not a "fund" in the sense of "professionally managed investment fund" open to all interested clients, but primarily a family "trust" - a legal device to allocate money to one beneficiary and make use of better tax treatment. // a kind of "rentier" financed by his/her own family.

IOW this character is assumed to be a "loser" not because he has no access to his own bank account, on the contrary - he has so much money available (through this "trust") that he has no need to worry about looking for any employment and is thus assumed to be spending all this free time and plenty money to getting drugged (a variation on the theme of "l'oisiveté est la mère de tous les vices")

I don't think the idea of 'compte bloqué' probably reflects the notion here: I suspect the idea is more of a 'rentier' — someone who has a guaranteed income (i.e. from the investments of the trust fund) but does not have access to the actual capital (that's the 'trust' part!)
