"precio pagado" is what I'm having an issue with. In reference to debt, the only element I can think of is "cost of debt (paid?)," but then "pagado" coupled with "precio" has me thinking of the payable balance to be reduced (via a debt settlement agreement, which I unsure was the case) at the time of such a debt conversion.

What is clear is that it is state-owned companies that are being bought, not debt per se.
What appears to have happened is that debt that was owed by these state-owned companies was converted into equity upon sale. Many of the foreign buyers were apparently financial institutions. Because the buyers effectively assumed the debt, they got a lower price for the companies they bought.
Search for "debt conversion funding" in a book called "Foreign Investment Strategies in Restructuring Economies" by John Kline and you'll get a better understanding.
