Reading 2: Focus is on "business expenses related to travel or entertainment." The purpose of the sentence is to explain what is usually used to pay for such expenses.
My reading is 1, but what do you think about this?

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

The survey, in general, seems to concern corporate cards, which is why I chose the first reading. But even in this context it can conceivably refer to the second reading - a small difference that would require a different translation.
