Presumably an unsealing report would confirm that the building wasn't damaged as a result of having been sealed up. E.g. that there was no corpse of anyone who'd been sealed inside, no water damage from taps left running when the building was sealed etc. and that the building was safely returned to the possession of whoever.

: we can only speculate as to what the report contains (a full inventory?) but I think this is the best option// I think in GB we probably would speak of "securing" a property rather than "sealing" it though - makes me think of jam-making

Thanks AT. At the very least it must record handing over possession.// Depends whether the procedure involves affixing an official seal to a cable or something that holds the door shut, in addition to the locks.

Could it be that the tittle refers to the transcript/record describing the unsealing of the building?
Discussion
(There is no indication in the information given that this is the reversal of the court's decision, which would mean that the court had gone back on its decision, an unusual event. There may be provisions in the judgment itself, or administrative rules that determine when the seals can be removed.
If you were to say that a judgment is reversed and that is not indicated elsewhere, you would be introducing a significant piece of new information in the translation. ;-)
There's one hit for the phrase here, in the fourth story from the bottom, where it appears to mean a report on the return of some confiscated diamonds to their owner:
