Predpostavljao sam da "VI" bi bilo "VI." (6.) ipak nisam siguran da je tako.

Vrlo je vjerojatno riječ o rednom broju dodatka (VI. dodatak / 6. dodatak / šesti dodatak). S time da bi trebalo pisati "dodatak pravilniku" (čemu), a ne "dodatak pravilnika" (čega).
Iz rečenice je vidljivo da izvornik nije sastavljen na standardnom hrvatskom jeziku.
