I agree with Phil It would make more sense to say: "Please give your offer, with technical details, xxx, yyy and guarantee/bond, to the bearer of this letter and/or send it by email."

This doesn't make sense to me. Surely it can't be the person who brings you the letter - could it mean the writer? And I think it should say "y garantía".
