Al parecer la expresión es utilizada en mi país y pareciera que en España también, aunque es primera vez que veo un uso distinto a "comprender" para "entender".

Discussion
"All subcontracts shall comply with the following provisions"
After reading the "provisions" themselves, it would be strange to include them in a subcontract word-for-word. The provisions talk about un subcontrato. I'm assuming this is a type of general (or master) contract, which governs related subcontracts. Therefore, my last suggestions here are probably better, as these provisions will still apply to any subcontract.
"All subcontracts shall include the following provisions"
I wouldn't embellish the translation, as in your second suggestion with the "to be executed" part. Keep it simple, like the original Spanish.
Provisions detailed as follows shall be included in every subcontract [to be executed]?
