I read this as being the IT dept of a multinational with the users being its own employees in the various countries in which it operates.

I think they mean "particuliers", members of the general public that use their products, as opposed to business users.

is surely general enough. You seem to have a hierarchy here. Those who use the system nationally, those at central administration and the IT departments

: "des pays" implies more than one country, whereas "national users" can be taken to mean in only one country.

This could be a reference to internal French regions or communities, now known in EC-speak as 'pays' and 'communauté de pays'. For example a village commune in the Gers will be part of a 'pays' which will itself be part of a 'communauté de pays' for tourist, agricultural or administrative purposes (usually in the aim of getting structural funds out of Europe). Unfortunately we haven't enough context to verify this hypothesis...
