French to English Bus/Financial Management Mission statement

From a company mission statement. Do they mean local/regional users or just users from different countries or am I missing the point completely? Any help greatly appreciated

or some other appropriate formula according to your knowledge of their geographic coverage.
I read this as being the IT dept of a multinational with the users being its own employees in the various countries in which it operates.

Thanks. Yes indeed, although that might be taken to exclude national (home country) users, which is probably not the case.

I think they mean "particuliers", members of the general public that use their products, as opposed to business users.

Not very clear of well-written, as you say.

is surely general enough. You seem to have a hierarchy here. Those who use the system nationally, those at central administration and the IT departments

regional users

This could be a reference to internal French regions or communities, now known in EC-speak as 'pays' and 'communauté de pays'. For example a village commune in the Gers will be part of a 'pays' which will itself be part of a 'communauté de pays' for tourist, agricultural or administrative purposes (usually in the aim of getting structural funds out of Europe). Unfortunately we haven't enough context to verify this hypothesis...
